GreenDEMO is a Horizon Europe project that empowers city governments to become more effective, inclusive, and climate-ready.
From city halls to communities, the project supports local administrations in testing new ways of working, collaborating with residents, and building trust in how decisions are made.
Over three years, GreenDEMO will bring together cities across Europe to develop, share, and scale practical innovations for greener, more democratic governance. The project focuses on helping cities move beyond pilot projects - and toward lasting change that works for people and the planet.
GreenDEMO brings together 12 European cities - each committed to driving local green deals and institutional innovation.
Demo Cities like Mannheim, Bristol, and Aalborg will design and test new governance models.
Fellow Cities including Glasgow, Aarhus, Bamberg, Schaerbeek, and Poznań will adapt and build on these efforts in their own communities.
GreenDEMO helps European cities lead the way to climate neutrality through democratic innovation.
By testing and scaling new ways of working in public administrations, the project supports local governments in building trust, working with communities, and turning big sustainability goals into real-world action.
